National Council on Aging and
Human Arc Partnering to Help Low Income Health Plan Members
Washington, D.C., April 16, 2008 – The National Council
on Aging (NCOA) and Human Arc have established an
innovative, nationwide partnership to benefit seniors with
limited means. The new partnership enables members of
participating Medicare health plans to determine their potential qualification for benefits programs
and then, if qualified, get expert assistance to apply and
get enrolled.
NCOA is a
national leader in understanding the issues of older adults
and persons with disabilities and fostering innovative
solutions to get them benefits for which they qualify. NCOA
sponsors BenefitsCheckUp®, the online service
that helps people 55 and over find federal, state and local
benefits programs for which they potentially qualify. Human
Arc is a leading supplier of healthcare coverage eligibility
screening and enrollment services to these same
populations. It combines decades of special population
outreach expertise with the latest in technology to achieve
highly effective benefits enrollment results.
“For
years, NCOA has looked for the best way to both help people
know the benefits to which they may be entitled and then
facilitate enrollment in those benefits programs that
BenefitsCheckUp identifies,” said NCOA Senior Vice President
Stuart Spector. “This new, non-profit/private sector
partnership builds on our shared NCOA – Human Arc sense of
social responsibility to help those seniors most in need.
It also provides an industry-wide model for health plans
that want to provide a comprehensive benefit to members…
from finding out if they qualify for benefits to being able
to enroll in them.”
The
combined efforts of NCOA and Human Arc will allow members of
Medicare health plans to determine their eligibility for key
benefits such as Medicare Savings Programs that pay for
Medicare Part B premiums, and the Medicare Part D Low Income
Subsidy (LIS) which pays for most prescription costs and has
no gaps in coverage.
In this
partnership, Human Arc provides qualifying members with
application support through to enrollment. Using NCOA’s
BenefitsCheckUp with its vast database of over 1,550
programs, Human Arc also can help plan members link with
many other benefits programs that can improve their health
and qualify of life.
“This
partnership speaks directly to our fundamental purpose,
increasing access to healthcare for resource-challenged
populations such as the uninsured, the aged and the
disabled,” stated Michael J. Baird, Human Arc’s founder and
Chief Executive Officer. “New Human Arc technology,
combined with NCOA’s BenefitsCheckUp, allows us to leverage
our decades-long work to connect lower income health plan
members and hospital patients with sources that can assist
them in meeting critical life needs. The partnership
exemplifies well that combining the best resources of the
non-profit and private sectors allows us to achieve together
what is extremely difficult or impossible when attempted
separately.”
Through
NCOA’s BenefitsCheckUp, more than two million users have
been screened and found potentially eligible for benefits
valued at over $6 billion. NCOA continues to lead both the
Access to Benefits Coalition and My Medicare Matters
programs to find, educate and enroll older Americans for
Medicare Part D. NCOA and its partners have enrolled
200,000 people in the Low Income Subsidy alone.
National Council on Aging

Human Arc Establishes College Student Scholarship Program
Cleveland, Ohio: October 24, 2007 –
Human Arc, a supplier of reimbursement recovery services to
hospitals and revenue enhancement programs to health plans
nationwide, has established an ongoing college scholarship
program for local, achievement-driven youth.
The Human Arc Scholarship Program awards $1,000
annually in college tuition credit for four years and a
summer work internship. Each year the award will go to
another Northeast Ohio high school senior who has
demonstrated singular scholastic achievement in high school,
is intent on pursuing college education, and has clear need
for financial assistance to achieve that goal.
The first scholarship recipient, named after rigorous
examination of over 30 candidates, is 17-year-old Ms.
Monique Farone of Cleveland. She was Early College High
School’s 2007 senior class valedictorian and class vice
president, a recipient of the Cleveland Browns Marian Motley
Scholarship, the Harvard Book Prize winner from the Harvard
Club of Northeast Ohio, and holds membership in Who’s Who
Among the Cleveland Municipal School District. Ms. Farone
is now attending Case Western Reserve University in pre-med
studies, aiming to become the first in her family to
graduate college. Her goal is to become an orthopedic
surgeon.
The scholarship program is the brainchild of Human Arc
employee Wanda Graves-Thomas who for years has volunteered
her help to area high school students with scholarship
applications, school projects and event chaperoning. After
seeing so many deserving students face difficulties in
raising funds for college, she and her daughter Dawn,
currently a nursing student at Kent Sate University, jointly
developed the idea of “Diligent Achievers With Needs,” a
need-based scholarship for deserving academic achievers.
Ms. Graves-Thomas then proposed the program to Human arc
President and Chief Operating Officer Jeffrey L. Markle as a
way the company could expand its diverse, well-known
community outreach initiatives.
“Wanda’s work exemplifies a fundamental, core Human Arc
value – service to our communities,” stated Markle. “We
encourage all our employees to perform community outreach as
an integral part of their individual annual objectives. The
scholarship program that Wanda and her daughter developed
adds a very valuable, new dimension to our outreach and
allows Human Arc to have a real impact in developing
tomorrow’s leaders and contributors.”
“This program is a cooperative effort for us at Human Arc,”
added Ms. Graves-Thomas. “Dawn and I work hard to research
the applicants, interview them, evaluate their achievements,
and make my recommendations to my management. Mr. Markle
interviews the finalists and then selects the scholarship
winner. This is no easy task, but every bit of it is an
investment in our community and the health of its people.
And making America healthier is what we’re all about at
Human Arc.”

Vangent and Human Arc Partner to Help Low Income Medicare
Plan Members Get Prescription Drug Subsidy
Arlington, VA, July 16, 2007 – Vangent, Inc., a leading
provider of healthcare technology services, and Human Arc
(Cleveland, OH), a national leader in revenue enhancement
services to health plans, have announced their partnership
to help qualifying Medicare health plan members apply for
and retain special federal assistance, making prescription
drugs more affordable.
Called the
Low Income Subsidy, or LIS, this government assistance is
available to Medicare beneficiaries with income below
specified limits. It covers all or part of their monthly
Medicare Part D (prescription drug coverage) premiums and
entitles them to reduced co-payment and coinsurance amounts.
Vangent’s
comprehensive informistm member interaction
management solution will provide a strengthened analytics
and contact management component to complement Human Arc’s
proven Part D Solutionssm LIS outreach, member
screening and enrollment assistance expertise. The informis
solution combines Vangent’s extensive knowledge and
award-winning technology as the operator of the Beneficiary
Contact Center (1-800-MEDICARE) for the Centers for Medicare
& Medicaid Services (CMS).
With the
assistance of informis, Human Arc will be better able to
target effective outreach campaigns to the Medicare plan
members most likely to qualify for the LIS, screen them and
then help with the complex LIS application process (CMS
estimated as of March 2007 that well over 3 million Medicare
beneficiaries had yet to apply for the subsidy).
Additionally, the Vangent-Human Arc partnership will enable
Medicare health plans to help their members who are
LIS-enrolled to re-apply annually to avoid losing the
benefit should CMS notify them that they are losing deemed
status. The two companies working together will be better
poised to proactively target effective outreach campaigns to
these individuals and assist them with the annual LIS
re-enrollment process.
“We are
confident informis will help increase the number of lives we
can positively impact with needed assistance to cover
prescription drug costs,” said Jeffry L. Markle, Human Arc
President and Chief Operating Officer. “Tragically, many
seniors with chronic conditions stop taking medications or
neglect preventative care when they can’t afford them. When
we help lower income Medicare beneficiaries get the Low
Income Subsidy assistance, their lives improve through
greater drug regimen compliance and that directly benefits
their health plans and our nation’s healthcare initiatives.
In short, we make America healthier.”
“The
opportunity to work with Human Arc to help reach Medicare
beneficiaries who need help paying for prescriptions
demonstrates the positive impact advanced technology can
have on our nation’s healthcare system,” said Mike Bowers,
Senior Vice President of Vangent’s Health Solutions. “We
look forward to a successful partnership with the Human Arc
team as they work with health plans to help their members.”

Human Arc Introduces Best
Benefitssm for Medicaid Managed Care Plans
CLEVELAND, May 31, 2007
– Human Arc, specializing in revenue enhancement services
for health plans, has introduced nationwide its Best
Benefitssm service for Medicaid managed care
plans.
Best Benefits
efficiently identifies and locates
plan members and their dependents who are most likely to
meet the Social Security Administration’s stringent criteria
for disability classification. The service helps these
members get federal Supplemental Security Income (SSI) to
which they are entitled. For Medicaid plans, this can mean
very significant incremental federal capitation payments to
help address the added risk of insuring the disabled. Best
Benefits also protects plans’ future income and the ongoing
wellbeing of disabled members through systematic, yearly
re-application for SSI benefits.
“Our Best
Benefits service is the successful culmination of almost a
decade of research, development and market testing,” stated
Jeffrey L. Markle, Human Arc President and Chief Operating
Officer. “In a market in which other companies have had
mixed results at best, Human Arc’s Best Benefits has been
proven successful for two main reasons.”
“First,
our proprietary Precisionsm predictive
modeling, which efficiently
identifies the likeliest disability candidates, is
actually based
on the Social Security
Administration’s own 14 body systems of disability
criteria,” continued Markle. “Precision has received
significant input from state Disability Determination Unit
physicians and PhD’s who rule on SSI applications within
complex federal guidelines. Second, Human Arc has over 23
years of public healthcare program eligibility screening and
enrollment experience, long-established relationships with
government agencies at every level, and a staff with
unmatched expertise with the disabled and lower income
populations in particular. That means more SSI approvals,
more members helped and more plan income.”
